Why This Isn't a Simple Yes or No

Western resume advice tells you to leave photos off entirely, citing discrimination concerns that shape US and UK hiring norms. That advice doesn't transfer cleanly to the Gulf, where photo expectations are real but employer-specific rather than universal. Local and regional companies, and Gulf-based recruitment agencies handling roles for them, generally follow the same pattern as government employers: a photo is expected as part of a complete, market-appropriate CV.

Multinational Employers

This is where the picture has genuinely shifted. Global multinationals hiring in Dubai, Riyadh, or Doha increasingly accept, and in some cases prefer, a Western-style CV without a photo, particularly when the application goes through a shared global careers portal rather than a locally managed hiring process. Saudi Arabia's Different Baseline

Saudi Arabia sits closer to the government-and-local-company pattern across the board: a professional headshot is expected for most positions, more consistently than in the UAE's multinational segment specifically. Given how much this varies by employer type rather than by a single regional rule, the most reliable approach is keeping two versions of your CV ready: one with a professional photo for government, semi-government, and local company applications, and one without for multinational portals.
